Xi'an, China: Tomorrow's BPO Capital

Government support, reliable infrastructure, strong universities and visionary entrepreneurs are driving dramatic advances in the modern city of Xi’an, which prominent business consultant Bill Lewis of Temasys International says is “China’s BPO capital.” He presents a comprehensive report on achievements and opportunities driven by a Hi-tech Industries Development Zone and the Xi’an Software Park.

Lewis comments on presentations by government and business leaders from China and the West at the second annual Xi’an BPO International Forum in October 2005, which attracted 250 participants. Xi’an gains growing respect and investment, he explains because of “low cost, abundant labor and competitive incentives. . . . Language capability is steadily improving.”

This special report quotes CPI president Michael Liu, described as “a pioneer in the Chinese BPO” industry. The Chinese-born, American-educated business executive says Xi’an employees “infuse their work . . . with a degree of passion and energy that you will not find in Beijing, Shanghai and Shenzhen. And, of course, our costs are around 40 per cent less than these other cities.”
Looking ahead, the chairman and managing director of Temasys says: “Indications are that Xi’an will ensure that its educational system produces the new breed of graduates required to build western China’s BPO capital.”
